Warning for Out-of-State Counsel: Unlike some other jurisdictions where local counsel can be merely a passive "mail drop," the Commonwealth of Virginia and the Eastern District of Virginia (E.D.V.A.) enforce strict requirements for local counsel.

Virginia rules require local counsel to actively participate in the case. This includes reviewing and signing all pleadings, appearing at all hearings and trials (unless excused), and being responsible to the Court for the conduct of the litigation. Failure to have active, informed local counsel can result in the revocation of pro hac vice admission.
